Here are some that I like that are less than $20:
Chateau Coupe Roses Minervois (served at my wedding)
Darien Rioja Tempranillo
Domaine La Bouvaude Cotes Du Rhone
Monte Oton Garnacha
And if you can't find those, any Cotes du Rhone that says "Mis en bouteille" either "au chateau" or "a la propriete" is going to make you look like you know what you're doing
