A web page that someone keeps as a diary or a journal.

Some like Rapunzel post interesting things they find, reading it, like she said, you can get to know them better. It is like a peek into their life. Some post everyday, everything they did. I don't know who would be interested in that, but it very likely is good for the poster just as keeping a paper journal can be helpful.

There is specialized "weblog" software that makes it easy to post daily, it will add it to the log and date it, etc and sometimes the person can post over the web with a password, so they can add to their journal wherever they are. But that's not necessary for it to be a weblog.
