Hello I hope you are doing well at this time. I would say that what you are doing is still classified for self harm, since your intent is the same. Going 3 weeks without cutting is good though, and you need to try to persevere in your behavior techniques, and not try to come up with an alternative solution to the cutting if you can, and not turn the alternative into another way of injuring yourself, and stopping you from expressing yourself in a positive manner that is healthy and productive. Everyday is a struggle, I know but I feel that you are doing great in your behavior therapy in not cutting, and it possible for you to overcome substitution for the cutting if you want to with your strength that you are using not to cut.
