This is sounding to me like what is described in the link provided above by
Perna. I would have thought the phone call was a hoax, if not for the description in that link. This could make a huge difference in my friend's life. It is very hard to believe that it is true. But it seems that it is. I am flabbergasted that this is not more known about. (Apparently, the social worker at the VA didn't know about this. But, then, I've found VA social workers to be less than real helpful. Sorry to say.)
