To be honest, I found out much of what both my housing staff and PACT team do is required by the State, because of quality assurance, record-keeping, and also to prevent both providers and consumers from possibly abusing the system(the few dishonest people making things mandatory for everyone else who does NOT cheat the system)...and as far as 'large or luxury purchases' like cell phones or computers, they have to discuss such things before they let people buy those things if the housing staff keeps your money in a trust account because of the associated expenses.
