You're not alone, I've had this happen many many times. I've not had it happen over the phone, but it definitely has happened while watching tv, and mostly when speaking to someone else in person. It's really weird, it's almost like the other person isn't speaking English, or else I've lost my ability to understand English. I usually have to ask them to repeat themselves over and over again, or just give up on it. I've tried to analyze the problem - Does it sound like that as it is entering my ears, or does it sound like that when my brain gets the message? I can't tell. I just know it can be a problem.

Beyond that, sometimes I've had people speak to me and it takes a while for my brain to go from hearing the words to deciphering them before I can reply. I usually impulsively answer those types of questions with a "no" until a couple minutes later when I've really deciphered what was said. Strangely, these two incidents seem much different from each other when experienced.
