Law enforcement people are, in my experience, ... not very good.

I was once stopped and fined for $197 for crossing a street as a pedestrian, on red light. The street was empty, it was a Saturday morning, the city was completely deserted, and, it was in one of the least crime cities in the nation, and I did not notice a policeman.

So they are just trying to make money engaging in things that are nonsense and do not require any acts of courage on their part. When I was living in a high crime city (in Central Valley California), I was once on a playground with my daughter when people started shooting, and no policemen were around the corner to intervene, but a policeman was around the corner to fine me for crossing the street without waiting for green light.

I think it is this way everywhere, but, hopefully, I am wrong.
