Well sounds like you are talking about comic book type heroes. There is a video game called Injustice that kind of shows what that might be like. Superman pretty much becomes ruler of the world along with other superheroes. He becomes violent to control people and bring peace to the world.
I also know several comics have made spinoffs and oneoff books tackling this subject. Off the top of my head I cannot remember which ones.
