I think the question as asked is impossible to answer, because faces are different. A face with light eyelashes needs make-up to accentuate what otherwise would not show - there is an objective need for make-up.
I have long black eyelashes and do not wear mascara. My younger daughter has very long black eyelashes and does not wear mascara. My older daughter has sparse short light eyelashes (+ blondish sparse eyebrows, too, despite having long dark brown hair) and does wear mascara. Facial features are different and therefore objective needs are different - how can you answer this question with respect to "all women" - as it was asked?
