It can't hurt - and if they say it's a no, why don't you ask them if they're willing to give feedback on your application?

The important thing is to seem enthusiastic, not pushy. So: "I wondered if you've had a chance to look at my application?" rather than "I gave you my application two weeks ago, why haven't you looked at it yet?"
