Yes. There are light sensitive cells in the retina that convert different wavelengths of light into nerve impulses. The optic nerves convey these impulses to the occipital region in the brain, where they are interpreted.

If no one saw the ghost at the time the photo was taken, it means the flash on the camera 'excited' the electrons in the molecules the ghost was composed of.

Perhaps, I am thinking way too much.
