I have no problem taking someone aside who is not treating a person in care well and talking to them, or even stepping in to take over the situation in a quiet way. Do go higher up if you must, this is abuse. There are also outside agencies that oversee these places, complaints can be filed and an unexpected visit can occur.... No, you can't make it all right but you can do your part. And standing by is as good as participating.
