You can add ice cubes to his drinking water.
I'm not so sure about having him clipped. For some animals the long hair actually acts as insulation to help keep them cool. Plus if he has pale skin under the hair he can get sunburned when he goes on walks with you.
Try googling "keep pets cool" and you'll get a ton of advice. One thing I saw was something called a "Keep Cool Mat". They are for dogs and cats. You wet the mat and it stays cool for up to three days.
One article mentions that dogs and cats cool off through their feet. Would you cat let you rub ice cubes on his feet?
Another suggestion was to soak a towel in cold water and wipe the pet with the towel. Not sure what your cat's opinion of getting wet is. Some of mine would tolerate that. Some would remove important body parts.
