I have often wondered the same thing. I worked in retail for four years. Generally in retail there is a high turnover, so I think that's why they hired many people and gave us all few hours. One manager promised me full time one summer (I was in college then) so I turned down another offer. Then the store manager said only managers can get ft hours! I'm like great.....
