I lived in Texas, too, in mid 1990s. Texas is now set up for dealing with heat. A really hot summer in New York or Moscow is much worse than a really hot summer in Texas, because those cities are somehow not set up to handle heat. It is really weird since those do get hot (2010 Russian wildfires - Wikipedia, the free encyclopedia was an emergency with a lot of deaths, but even outside of emergencies, summers can be hot), but somehow live in denial and do not have the right infrastructure (unlike Texas).
