Someone's super attractive? What makes them seem attractive to you? Try to pick out something about them that you can work towards yourself.
Someone's really popular? What makes them popular? Try to focus on something about them that you have in common - and then work towards showing that part of you more often!
Someone's really fit? Then pick something and work at it yourself
But don't turn it into a competition. You're you, and they're them. Every single person we meet will be better than us at something or another... but it's also equally true that everyone we meet is WORSE at something than we are... you just need to figure out the things that are your strengths and work to accentuate those

Thank you for the advice! I can't help but feel its wrong to say: well they're worse at X than me. Because isn't that giving me a false confidence boost?
Nonetheless, I'll try what you said. It's hard because this one person I'm jealous of looks nothing like me...I can't do anything to look like them. Or be like them.
