I had that same problem before, and I eventually had to call maintenance to get them to turn it down. There were two times I called the cops because maintenance was too busy to come. I live in a complex where it's mainly young adults and college students, but for the most part it's not a loud place. But that guy above me, he would have his music on so loud that I couldn't hear my TV when it was at the highest volume. I could barely hear enough into the phone to make the call to maintenance. But I wasn't nice about it, I basically said come get this #!&^)*&! to turn his #*&^%$^*% music down or I'll come up there and do it for him and I don't think you want that. If it gets too bad, call the cops and tell them that it's a nuisance. There are ordinances and laws against noise pollution like that, at least in my area.
