Cognitive impairment is weird. So I couldn't read at all when I was acutely psychotic, I couldn't hold the plot together it made no sense. So I'd say I had cognitive impairment that got better when I started on the meds but I was still less able to read then when totally well. Now that I'm getting off the meds I can read even better so there was some impairment from the meds as I got better. I think it depends on how sick you are whether they are helpful or harmful.
