I am not clear who is "holding"/paying for her now? Are the great grandparents still in the picture or too elderly/deceased to matter? I would get in touch with a lawyer or social worker in Florida and have them investigate the situation and see what is what and if you can take custody or adjust what is going on, etc. It sounds like it is hard to get information from a distance so I would get someone down there to represent yourself and find out that way.
