Thank you for your reply. She is in some group home in Orange Park Florida, outside Jacksonville. When she calls me its very noisy there. There are very sick young people there. there's about 7 total. Even if she were bipolar, I think she would have had to do something might bad, like hurt someone or herself to be judged incompetent. I know she had a fight on the school bus when she was 13 ? The great grandparents are still around, but I believe she is in state custody. They pick her up for holidays. but they still wanted grandparents to approve my visit? Don't make sense. .I'm a foster parent myself now for four years, So...I think they are just afraid I'm gonna find out how they managed to pull off an incompetancy on her . I just feel she is being held against her will. She's deathly afraid to say anything or do anything to try to get her own place.
