I think your passion will help your site alot
For listings of hotlines etc--if you go to the website of the hotline in question, they will generally say link, get the word out.

To make a public service site like the one you seem to be referring to, you don't need a license or anything. I would say, just to be safe...denote on the site somewhere that you are making this site to help/suport, by a survivor for other survivors--something along those lines.
Include what you feel would be helpful to the different stages of suvivors. From those just coming out of the abuse, to those who have been away from it for years. Whatever you feel will reach out to those you are wanting to help. I think the links and stories are an excellent place to start.

Many times when starting a project, new ideas will come that will help you cover more ground as you go along.
