He is billing according to the new billing rules for Medicare. You may not be a Medicare member, but many providers bill the same way for all insurances when Medicare changes a rule.

I would talk to your psychiatrist about the length of time you see him, and maybe ask if you are to see him for 60 minutes since that's what he is billing.
