They probably mean superficial in the sense that you didn't cut into the fatty tissue. The top layer of the skin may be cut and there may be scaring but it is less life treating than cutting deeper. Cutting into the fatty tissue often needs stitches to close the wound. Cutting beyond that is into the muscle tissue and may need stiches and artery repair. They probably mean to differentiate non suicidal self harm from a suicide attempt.
