Not sure how this is related to sending Congress to Syria (a joke), but I think our leaders think, correctly or not, that they have to do so. Also, once they get a taste of power and prestige (as they think) it is hard to let go. Obviously the Chinese and Russians think similarly; they would like to be in position to dominate.
