You would think except the counter argument for that is simply we already had those criteria in place for a milder version of bipolar. See they inject 2 new traits which pretty much everyone or a lot of people already had, abandonment and self harm and created BPD in the personality division ignoring the fact that many bipolars have that too. This could very well have been called Borderline Mood Disorder or Bipolar 3 if they wanted a distinction that made sense and cause less confusion.

Remember: no one is denying the symptoms or traits! Just the classification of it.
