I read the article, as stating that the reports of abuses declined, but not the reports of neglect. Not that neglect isn't abuse, but how the data is collected.
I find it promising, that neglect is mentioned synonymously with abuse.


I'd be curious to hear what DocJohn has to say about the article, itself, however??
