What do they like/dislike? What are their talents? What are their weaknesses? Where did they come from? What is their back story and how does this effect their choices? Remember! A well rounded character comes from a balance of strengths and weaknesses. For every strength, give them a hindrance.

First figure out what your char's specialty is and what role playing system it is this will effect your back story greatly.
