I think the welfare check is OK but unless your friend is creating a public disturbance or acting out in ways that are dangerous to him and/or others, there's not much the authorities can (or will) do for him. Eventually, he will come down and that's when he'll need you the most, because mania louses up people's lives like nothing else and they are usually remorseful to a fault when they realize how destructive their behavior has been.
Yes, thank you. I was surprised the police would even go out there because I specifically told them he was not a physical threat to himself at the moment, nor to anyone else. I told him Saturday for the first time that he was manic, and apparently was not the first time he'd heard it. He spent Saturday and Sunday throwing it back in my face. So I didn't mention it again. But just tried to convince him to sleep to get a chance to at least rest and not feel so overwhelmed. Each night he has promised and each morning he's calling me early and telling me he's too busy to sleep. I stopped even trying to correct what he was saying and was just trying to get him to drop me off at my car without more incident.
