He sounds like he's trying to straighten his life out (not very maturely but, there you are) and if you keep trying to 'stay in touch' you ARE going to appear desperate. My advise is give him space....COMPLETE SPACE...no waving, no calling, no electronic contact at all. If he means to break up (and honestly, I think he does) then it's for the best that you don't complicate his struggle or your own by implication of begging i.e. being available to 'keep in touch'.
Remember....you JUST WANTED TO KNOW if he wanted to break up. Even if it was done weakly in an email, its still breaking up. There's your answer.
Accept it, and go find
yourself.
