Nothing on your list of desired functions would need cell or data services. It seems like you could find a perfectly functioning android device for near nothing cost wise that would do all the things on your list. I don't know where you live but most urban areas provide enough public Wi-Fi that, using free apps, you can get by without any service at all and still have most of the functionality ie. Making calls, sending texts, Web browsing etc.

Ask around see if someone you know has a phone they don't use anymore, hell, PM me a mailing address and I will send you one that does all you mentioned.
