Are you kidding??? Not only do these other people neglect him, which is in itself, ABUSIVE, but they haven't even called or placed an ad themselves. Maybe they were hoping he'd run away and find a new home. Whatever the case, forget them and give the dog to someone you know will care for him. Also, if you find out that the first people somehow get him back, I would call the local SPCA and report these people for the neglect/abuse!
