anyone know of any free, good, and the not so good, open source HTML programs to build a website with? i can cut and paste the HTML to suit my style

also i need open source Css code, it is taking me forever to program myself

i am not to bothered about going into the "darkside" of the web to get the code so any suggestions would be gratefully recieved
