The criteria can say no other disorders should be present but it doesnt mean you're not still suffering from the disorder. I think they say that because they like things to be clean cut, but they are not. You could most definitely be suffering from that disorder even if the rule book say you cant because of bipolar.
I was diagnosed by 2 different doctors (a gyno and a pdoc) with PMDD, but its criteria says mood disorder cant be present. It is so obviously PMDD, so my doctors have still diagnosed it as that. Completely fits for me, there is no debating it in my mind or theirs.
