Watched this video on lying, think it was scishow. Anyone know if this is an actual diagnosis? Anyone have this problem?

Apparently it's the inability to distinguish between lying and truth, and compulsively lying or something, I'm not sure. If anyone knows more about this condition or has it, could you discuss and describe it?
