I get a lot of that. It is a result of bias - 99% of the time, you do not notice randomness around you, and thus are oblivious to the fact of its existence. 1% of the time when it does not appear to be random, you notice, blind to the 99% of randomness because you did not pay attention. One does not notice the number when one gets gas UNLESS the number is special. One only notices special numbers, and that creates an impression numbers deliver special messages to us. If you set out to record every number ever outputted to you by the counter at the gas station, you will get a whole lot of numbers, and 7.11 would be one of them. It only seems special because your mind, unless you try, would not record 7.12, 7.13, etc.
