Some states seem to be passing anti cyber bullying laws. I don't know if that's available to you, or if your situation would fit such a law's jurisdiction. Also, does your locality have a noise ordinance? My home is in a University town, so this is a common problem with student rental occupancy. Otherwise, if other tenants are annoyed with the noise, you could form a petition to take to your landlord, and if he doesn't respond, file it also with your local housing department, which usually imposes a time limit for response. Most landlords, when faced with fines and a majority of unhappy tenants, will choose to cite the offender out of self-interest.
