There are no two ways about this. He's playing a game with you and possibly the other girl as in she knows nothing about you either. He's not even worth wasting a single tear on.

To help you sort something out, you are very likely not in love with him, but then I don't necessarily believe in love in that way. It's called infatuation and that's a motivator to being with someone and loving them (as in the action) but remember, love itself is not the emotion, the stomach in knots, the sweaty hands, and feelings. What you do with it is love.

but this guy is not worth your devotion and/or comitment that comes with loving him. He's not commiting to one girl, why should you even give you heart and caring to him?
