You could look into wordpress development and seo. The thing about wordpress is it is cheap to learn and the people involved are amazingly supportive and willing to help. They have wordpress camps around the world which are nonprofit and cost around 25 usd for two days. There are meetup groups where you can learn for free. There are a zillion other things you can do with wordpress too. Go to Wordpress.org to start. Seo is also cheap to learn and google has changed their algorithm so significantly in September that it is a great time to learn. Basically everyone has to learn it. There are certs but nobody pays attention to them.

Locally I see a lot of gigs on Craig's list but you can also do it freelance. If you go freelance it takes most people 3-5 years to comfort level.

If you can afford it a cert in SQL server is gold. There is mega demand for this. I started as a data analyst and moved up in just a couple of years. I'm tired of it. It's been 10 years so I will be starting at the bottom with wordpress
