Yes it sounds like scar tissue. I have that in a few areas from self harm but also from my navel ring thAt rejected as well. You can use mederma or bio oil to soften the tissue in those areas but they dont generally help with my coloration. One way i have found to test scar tissue is to use a sharp needle tip and poke around the area. You will be able to see and feel the depth difference between built up scar tissue and just scarred skin. That way if you must cut and want to caution cutting too deeply you'll know which part of your area is best to cut in. I think those areas can soften over time as well.
