Doesn't Alberta have a disability program for people who have never paid into CPP?

We have AISH = Assured Income for the Severely Handicapped and it is $1500/month. I do know it takes a pretty long time to be approved. If I was single I would qualify and could have both benefits but I am happy to have what I get even if it is significantly less then AISH.
