You decide on a job as it comes along, you don't have any obligation to take the agencies about the other. If one calls with a job you accept it or not and then if the other calls, if you have already accepted a job you tell them you are sorry you are busy this "week" (or however long the job is supposed to be for) but please call you next week, etc.
