Money can't buy happiness, or everyone rich would be happy.
But it can buy the things that would make being happy easier - health care, food, a home, etc. Those aren't guarantees to make someone feel happy, but someone who needs those things and can't afford them it can definitely be a barrier to happiness. So money removes barriers to accessing things.
