While I agree that arguing usually does not take you anywhere in some cases like yours I think it is necessary for you to stick up for yourself.
From your posts you sound like you fear this woman and that is no way to work at all!!! Have you explained that you are afraid of this woman to your boss? A job is a job but fearing for your personal safety everyday does not make it worth it. If your boss does not agree to do something then I would consider either A: Finding new work because any company that does not enforce policies to protect their employees is not a job that I would want to work for and B: Go above my boss' head. Harassment is harassment no matter how you look at it. If this woman is making you feel uncomfortable and you have asked her to stop then what she is doing is illegal! If your boss chooses to not take action to help you then he is doing something illegal as well.
I know that this has to be difficult for you.
