And does anyone else see this as a ploy to censor information to the poor? This also limits free speech, if not other basic rights. So I would think it would be ruled unconstitutional.

Yes. And we can speculate all day long. We can pretend it is not in comcasts "best interest" but the bottom line is net neutrality would protect us from this.
