There is a heroin problem here as well and the pain med Oxycontin (when bought illegally) is used as a replacement very often. So there are restrictions on the scripts, but no ban. It isn't uncommon for older kids to sell their ADHD meds.

The ban was for something to do with heart problems, has everyone don't know they have a problem they deemed it unsafe, but I have seen zyban sold in pubs in England for miss use its the same thing, but you only get it on script for 3 weeks to stop smoking. Someone else posted it was banned in there county . I would try it if the NHS scripted it
