this is how i do it, not sure if there is a better way:

Click "Reply" at bottom right of post.
Highlight the text you want to reply to.
Click "Quote" icon which is to the left of the # sign or to the right of the yellow square with the mountain and moon above the message. It will wrap around the selected text.
Edit out what you don't want in your reply.
