A disturbing story. It's hard to know for sure what's going on. I'm so grateful I don't have minor children anymore. I've noticed this trend to assume parents are all abusive monsters. I've seen it in the comments sections on newspaper websites. I remember one commenter suggesting that parents who accidently leave their infants in cars on hot days (and the infant dies) need to be imprisoned otherwise other parents will think they can get away with it and do the same to their kids. WTF! How many parents does she think wish to do away with their infants? (I joked that by the time the kids are old enough to be truly annoying, they're also old enough to open the car door and get out.

) IMO most parents are flawed but basically well-intended.
I tend to think the family is the victim here, but it is possible the hospital is right and the girl needs to be protected from them. It's likely we don't have all the information, and the hospital has to respect confidentiality rules whereas the parents don't. So the story isn't going to be completely even.
