I'm a smoker but I understand where you're coming from. I think it would be great if an apartment complex offered smoking or nonsmoking buildings. I don't know what your apartment complex is like. If it's just one big apartment building or separate buildings in a larger complex. At one time, my daughter complained about smelling the neighbor's smoke, too. In a perfect world, no one would be smoking but we all know the world isn't perfect.

For you and your daughter's sake, I hope you find a solution that benefits you.
