Well, thanks for all of your advice. I spoke with the Apartment manger and she said that there is nothing that they can do.
They rent here to, they pay there rent, and therefore if they are in front of there apartment they can pretty much do whatever they want if it is not against the law. There is no law in Arizona regarding smoking except for in the work place
I can't afford to move. So that's not even an option right now. My option is basically leaving my windows and doors shut and cranking up my A/C and paying an extremely high bill. No matter what season it may be here. I dislike the fact that I can't even enjoy a beautiful day on my porch because of my neighbors. I can't even enjoy fresh air in my house because of my neighbors.
