One thing to keep in mind is 2017, is in 3 years...so you won't have to deal with any changes for that long at least. Also though if you haven't 'improved' by that time I doubt they would find any reason to cut benefits or anything. I think they are just saying they think you can improve and will re-evaluate in 3 years, doesn't mean its set in stone you would improve let alone improve enough to work.
